Limited Progress in Anti-Corruption Efforts
Albania faces significant challenges in combating corruption. According to the 2023 report by the Group of States against Corruption (Greco), the country has fully implemented only five out of 24 recommendations. Six recommendations remain entirely unaddressed. Additionally, the European Court of Human Rights (ECHR) has convicted Albania 71 times for violating the European Convention on Human Rights. Nearly half of these violations relate to Article 6, which guarantees the right to a fair trial.
A Toxic Political Landscape
Albania’s political conflicts often resemble battles, with accusations and biased media coverage used as weapons. This toxic environment obscures facts and creates confusion. Legal experts highlight the absence of a strong tradition of separation of powers. They urge reforms, such as removing politicians from the process of appointing members of the Judicial Council and the Constitutional Court.
Public Pressure for Change
Despite these challenges, public demand for action against corruption is increasing. Analyst Strati notes a positive shift in public pressure but remains concerned about entrenched attitudes. “Some judges, prosecutors, and commission members still fail to embrace democratic values and the rule of law,” he says.
Politicians Misusing Power
Corruption among politicians remains a pressing issue. A notable example is former Deputy Prime Minister Arben Ahmetaj, who faces allegations of money laundering and falsifying asset declarations. After fleeing, Ahmetaj reportedly signed a $150,000 lobbying contract with the U.S.-based Prism Group to argue his innocence. Albanian media suggest he is currently in Lugano, Switzerland.
