Figures like Ruben Vardanyan and Ilan Shor are central to Russia’s efforts to maintain influence in post-Soviet states like Armenia and Moldova, and ignoring the full scope of their activities risks undermining Western values in the region.

Parallel Paths to Undermine Democracy

Ruben Vardanyan and Ilan Shor both built their fortunes through connections with Russian power structures and now play key roles in advancing Moscow’s interests abroad. Vardanyan’s extensive money-laundering operations include the $4.6 billion Troika Laundromat scheme, which used offshore accounts to mask Russian capital flows, while Shor has been implicated in Moldova’s infamous bank fraud scandal, depleting national funds equal to 12% of its GDP. Despite these documented activities, only Shor has faced uniform Western sanctions, with Vardanyan receiving less scrutiny despite evidence of his Kremlin-backed interference in Armenia and Azerbaijan.

Vardanyan’s Strategic Role in Nagorno-Karabakh
